Online shopping is everywhere, and a lot of packaging is a headache. At the two sessions this year, Zhang Niandong, deputy of the National People's Congress and chairman of Suning Holding Group, once again focused on green logistics.

Following last year's proposal to vigorously support green packaging, Zhang Jindong further proposed the proposal to establish a national standard for recycling packaging to build a green packaging recycling system, which directly hit the industry's pain points.

According to the data of the State Post Bureau, the volume of China's express delivery business exceeded 50 billion in 2018, a year-on-year increase of 26.6%, ranking first in the world for five consecutive years. It is expected that the volume of China's express delivery business will continue to grow by more than 20% in the next five years.

The package delivered to the consumer needs to consume a variety of consumables such as woven bags, plastic bags, packaging boxes, tapes, express waybills, etc., and the express garbage collection system is not perfect, resulting in these packaging materials can only meet the one-time use requirements.

The promotion of recyclable packaging has certain practical problems. If bio-based tapes and degradable plastic bags are used, the cost of these environmentally-friendly materials is about three times that of non-degradable materials. The huge cost has made many companies discouraged.

With the rapid rise of cold chain logistics, the problem of consumables recycling of cold chain goods is more worthy of attention. The market size of China's fresh e-commerce market has reached 118% growth rate from 2012 to 2016, with nearly 300 million foam boxes and 1 billion ice bags of cold chain consumables. Cold-chain packaging waste has a higher processing fee, and some enterprises directly discard it, and the pollution to the environment should not be underestimated.

"Promoting the construction of urban recycling system, establishing a green packaging promotion organization led by the government, supporting the policy, and actively participating in the enterprise, and planning to build a green e-commerce city in an orderly manner." Zhang Jindong said.

It is recommended to promote the introduction of national standards for recyclable packaging from the institutional level, formulate green packaging specifications that are more in line with the logistics industry, and promote the construction of green packaging recycling systems. Enterprises, communities, schools, etc. can try to establish a packaging recycling pilot, from point to point, gradually reach the requirements of green cities. In addition, the establishment of green packaging reward and punishment mechanism, supporting the introduction of green development structural tax reduction and other policies, the development of cold chain packaging supplies standards, encouraging enterprises to explore the use of new recyclable cold chain packaging is also Zhang Jindong's recommendations for green logistics.
